what would be the proper postage amount for mailing a return bubble from the U.S into Canada?

My post office told me it would be about $16 and that I would need to fill out a customs form. I told them no thanks. Instead, I cut the bubble envelope down to a sleeve just big enough to cover the seed pack. I then stuck the seeds in the padded sleeve and put the sleeve into a regular unpadded 6 x 9 envelope. I put one international forever stamp on it which cost $1.40 and dropped it in the mail slot at the post office. It arrived at its destination safely. This is something that I am going to start doing for domestic mail as well. Saves a ton of postage.

That is a gamble when you use that method. I tried that this year and all of my seeds going out of country were returned with a note saying only paper documents allowed to be mailed without an attached custom form.
