I like to cover mine with a heavy gauge wire cage. And go from there depending on the forcast.

I am above you in Mo, don't need the heating cables either, but definitely need protection from the elements... wind, heavy rain, hail when plants are young.
I just built small mini frames and stapled plastic sheeting to the wood frames. I can roll the plastic up or down and usually leave them open most of the time except when it storms. They'd fry if not open but have constant coverage above and on the sides. Mine are pyramid-ish shaped, and I leave the direction least exposed to the wind open (East side) for air just using spring clamps on the folded up plastic.
I use rebar on all corners at an angle to keep it anchored.
This is a very cheap and simple way that works for me the first few weeks until the plants are bigger and lay down (usually a couple feet). I don't know if you get a lot of hail there, but we get it up to a couple times a month in spring and it'll knock a small plant out in 10 seconds.

We dont get hail frequently but when we do its bad. I will build a top cover. I have been thinking about the perimeter fence, probably make it taller, we will need air flow by mid June and later, probably have to build that so it can be moved up and down between weather events. Didnt want to but may have to put up woven wire for animals and weed fabric for wind. Thanks for the advice.
