Subject: Bulk soil heating tape or wire for 450 sq. ft??

I'm trying to figure out how to incorporate this into my rows in my vegetable garden. I can plant by 3rd week of April but the soil is to damn cold until the middle of May some times June 1st. If I could raise the soil temp from 40-45 degrees to 60 degrees I would be wiling to invest in the set up. Also I could continue to grow into late Sept. instead of mid Aug. Is there a way to buy bulk heating wire/tape and run a down one row and up the other side one all 12 rows 28ft. long then connect to thermostat and heat the rows so I can plant earlier? Even if I had to run three sets of wire to seperate thermostats. I like to do this as a bulk set up as buying them in 60' lengths x 12 would be hugely expensive. All suggestions appreciated
