The bag of potash I bought says don't apply directly to plant, it will burn it. Whats the safest way to use it? work it into the soil.

Fog, if your soil test tells you that you need additional potash, just till it in with the manure/compost/leaves you are adding.

Fog,
Different potash sources have widely differing salt indices. High salt sources such as 0-0-60Muriate of Potash will burn plants if used in season unless you are very careful.
Without getting into a long explaination, make sure you have SLFATE of POTASH 0-0-50. It may be tilled in now or spring. Some folks even side dress with it in season.
Kelp Meal is the safest potash source but it's very slow.
What rate of potash did the soil test report call for?

I'm going by what I think saw on Maine pumpkin growers association home page, they give different times of the year you will need potash and when to apply it.

Fog, my soil test indicated low on potash and the suggestion was to till a certain amount in, then re-test in the spring and add before planting time.

I was just thinking, I could'nt apply it foliar, directly on the plant, or roots,

If you want to apply Potash to actively growing plants you'll want to "spoon feed" a soluble low-salt source.
Potassium Nitrate is very low salt & contains some Nitrogen: 13-0-44
Potassium Thiosulfate is also very low salt & is a liquid: 0-0-25 - Slow though.
Potassium Carbonate (Agro-K KDL) is another liquid: 0-0-24
Miller Chemical is going to introduce a new finishing fertilizer for next year that I'm really looking forward to trying.

organic soil friendly sources are molasses, usually comes in around 1-0-5, and most "seaweed" is higher in K,fish products can be purchased with various NPK levels for timely use, so if you know what you need and use these throughout the season you will cover most of what the plant needs...
but,,,,get that soil test and don't guesstimate,,talk to an agonomist or a seasoned successful grower
