When can you put alfalfa meal in the patch for weed control? I think it is at the rate of 15# / 1000 sq. ft. Or is is too late?

Alfalfa meal is used for fertilizer, not weed control. You may be thinking of corn gluten meal, which is a natural pre-emergence herbicide. It only works on newly germinating seeds, so hoe or till first to get the weeds out and then apply the gluten.

I am a large fan of alfalfa for many reasons. The meal I use for my tea brew and at times I spread it in the patch around the stump and work it in about an inch or so.
Do a study of it and you will be amazed at what it containes.
Weed control in the PATCH:: I use the members of my family,,lol Do a study on it.
