How does everyone recommended applying the seaweed powder concentrate foliarly?
After mixing up the concentrate, should I be applying using a hose end sprayer like the Ortho, or is it recommended to use a pump sprayer dispersed as a finer mist to coat the leaves better?

Fine mist is best. The primary reason I bought a Stihl mister blower.

Look into making your own Kelp Solution using Raw kelp meal. This is better because all of the "liquid kelp" or seaweed concentrate products are made using chemicals and aren't nearly as good as a home made version.
Take 1 cup of kelp meal in a 5 gallon bucket of water and let sit for 3-4 days. Use that water strained to foliar spray with and you'll be very happy.
Of course if you want something to keep in a bottle that is more potent you can always make a Fermented Plant Extract using some home made lactobacillus serum.
Fermentations make nutrients more plant available and are certainly effective when used properly.
