Is this the right time to begin applying some phosphorous, assuming it will take some time to break down in the soil??

If your soil teat indicated a deficiency, then YES. Due to our goofy CT soils, a foliar application of truly soluble P fert might be desirable. Our soils tend to "lock" P.
