I have a PH tester, but i get differant readings at differant wetness of the soil. What is the best moisture content to check PH levels ? thanks Bill

Bill I use a Ph tester through out the season just to give me a rough guess on what my Ph is.
You will find that you wont get the same reading every time, I take 3 test around my plant and then average the 3 out . Most of the time I get 3 diffrent readings but they are some what close.

I send a soil sample into a lab to get the real reading before the season and after. This ph tester I have is just to give me a rough idea is all.

As Brooks points out, meters aren't terribly accurate. However if you try to always test at consistently the same moisture level you should close if you also have lab results as your benchmark.
That said, strive to have the soil moisture at the CORRECT level for everyday growth when using the meter.

Water a small amount of soil up with De-ionized or distiled water... Shake it gently for a minute or two... let it settle and take the pH on the supernate.
