How much foam should be on the top of the tea when it is finished? Should the foam rise above the tea or just bubble up?

That depends on the recipe. If you add too much molasses this might happen.

John all my best teas end up with a 2-3" head on a 25 gallon barrel brewer, it does vary when I play with recipes but that is what I look for.
I just switched to a different feed grade molasses that I purchased late winter from a "bulk" tank, it contains some animal fat in order for it to flow during cold weather. It doesn't foam because of the fat creating an unseen layer on the top,,,I'll be buying new molasses today,,,,
The real trick is getting that dark bio-slime on the walls of the brewer and a nice head of "beer size" or larger bubbles going. An earthy smell is what you want no matter the ingredients.
