We are now getting around to spreading the manure on our patch and we need to add some oystershell lime too. Is it best to sprinkled the lime over the top of the manure and let sit all winter (or under the manure)? Should it be tilled into the soil or is it ok to let the rain wash it into the soil?

Leave it on top all winter at the very least but tilling it in would be better. You will enjoy the benefit of some of the reaction either way.

I suspect that oyster shell in ground form would be at least as slow as granular lime. Bottom line slower and safer for your use...not to mention trace elements that come with it.
